STRATEGIC REGIONAL PLAN 2023-2030
The Cree Board of Health and Social Services of James Bay (CBHSSJB) Board Governance policy states that a Strategic Regional Plan (SRP) must be developed for a period of six to ten years and updated every two years. The SRP outlines what we are expected to achieve as a health and social service organization and the measures we will use to demonstrate if we have succeeded or not. It also provides an important basis for negotiating the next health funding agreement with the Ministry of Health with the Ministry of Health and Social Services of Quebec (MSSS).
PATHWAY TO THE NEW SRP
The voices of Eeyou Istchee were amplified to lead the creation of the new SRP. We centered our efforts around your perspectives, suggestions and priorities, which we collected through an online survey and multiple discussions with local community members and groups.
This thorough consultation process led us to four orientations and numerous objectives to guide our organization in achieving excellence in health and social services.
Below, you’ll find the four focus areas of the new SRP. The text in bold and italics refers to the challenge inspired by the voices of the community and underneath, a description of the orientation being taken.
CREE CULTURE AND AUTONOMY
“Be an Eeyou-Eenou health and social service organization providing programs and services reflective of Cree culture and traditions.”
Create an organization with Eeyou-Eenou culture at its core and exercise greater autonomy over the development and delivery of services and programs.
HEALTH AND WELLBEING
“Work directly with individuals, families and communities to achieve Miyupimaatisiiun.”
Foster partnerships and provide opportunities to empower individuals and communities to be proactive with their health and wellbeing journey.
ACCESS AND QUALITY
“Provide consistent and equitable access to high quality holistic care for all Eeyou-Eenou, regardless of location.”
Apply organizational values, innovation, best practices and quality standards to provide access to a full range of services and programs, both on and off-territory, for all Eeyou-Eenou.
NURTURE AND GROW
“Be a responsive, adaptable and compassionate organization with strong foundations to meet current and future needs of Eeyou Istchee.”
Develop people, organizational culture and the infrastructure needed to continuously grow and adapt to meet the evolving health and social services priorities of the communities.
Over its seven-year period, the SRP will be supported by continuous:
- Evaluation of our progress;
- Discussion, and possible adjustment, of the objectives and indicators;
- Engagement with the community members, BOD, managers and employees; and,

Learning about which actions contribute most to achieving the SRP.
